FAQ
Why does HDB value the flat?
If you are paying with CPF or a housing loan, HDB sets a value for the flat after you agree a price. Your loan and your CPF use are both based on the lower of the price and that value, so the valuation decides how much you can borrow.
What is cash over valuation (COV)?
It is the amount by which the agreed price is above HDB's value. COV must be paid in cash: it cannot come from CPF, a housing loan or grants. If the value comes in at or above the price, there is no COV.
When is the valuation requested, and how long does it take?
After the seller grants you the Option to Purchase, the Request for Value must be submitted by the next working day, on the HDB Flat Portal or by your agent. The fee is S$120, the outcome usually takes up to 10 working days, and it stays valid for 3 months.
How much downpayment do I need?
With an HDB loan or a bank loan you can borrow up to 75% of the lower of price and value, so the downpayment is 25%. With an HDB loan all of it can come from your CPF Ordinary Account; with a bank loan at least 5% has to be paid in cash.
Can I cash out equity from an HDB flat?
No. Home equity cash-out loans cannot be taken against HDB flats. They are only available for private residential, commercial and industrial property.
